1. Create a new layer and name it bougie. Outline the electoral district with pen tool and pad blue color. Then make the irregular district on the right part with eraser. Then use dodge tool to do some subtracteve effect. And execute the Gauss blur with 2 pixels.
Today we will still focus on the learning of mouse portrait, as it is a very powerful skill to make a fantastic picture. In this tutorial, we will learn how to draw the glass and the bougie. The way to make a glass is a bit difficult, for it needs to produce the effect of light reflection and we have to make it according to the background color and the integral color of the picture.
